现代国家实现共同富裕理想的政治伦理基础

摘　　要：共同富裕作为一种蕴含伦理价值的良善生活理想,是现代国家共同追求的政治目标。然而,现代国家财富总量的急速增长并未实现共同富裕的政治理想,反倒不断加大社会贫富分化。为此,平等分配的正义理论试图予以矫正,却因个人主义的自由主义基础而招致诸多批评。作为修正方式,现代国家以个人平等权利为核心,预设政治共同体成员彼此间的互不亏欠,却导致与经济平等关联的共同富裕缺乏充足可靠的道德理由与政治基础,以至于国家无意且无力担负共同富裕的伦理使命。作为出路,现代国家建构一个“我们”的政治共同体,预设公民之间平等的政治伦理关系,即成员间相互亏欠,彼此担责。现代国家基于“我们”的政治伦理关系,既可以为共同富裕的理想奠定统一基础,又使之变得可欲及可能。As a kind of good life with ethical values,common prosperity is a political goal pursued by modern states.However,the rapid growth of the total wealth of modern states has not realized the political ideal of common prosperity and has instead increased the social division between the rich and the poor.In response,the theory of egalitarian distributive justice aims to address this disparity but has faced significant criticism for their reliance on the liberal principle of individualism.As a corrective,the modern state,grounded in the concept of equal individual rights,assumes that members of the political community owe nothing to one another.As a result,the common prosperity associated with economic equality lacks a sufficiently reliable moral justification and political legitimacy,leaving the state unwilling and unable to undertake the ethical mission of achieving it.As a way out,the modern state seeks to construct a political community of“we”,which presupposes a political and ethical relationship of equality among citizens.This relationship emphasizes mutual indebtedness and shared responsibility among members.The political-ethical relationship of the modern state based on“we”can not only lay a unified foundation for the ideal of common prosperity but also make it desirable and possible.
