摘 要:数智化是增强基本公共服务均衡性和可及性的重要手段。准确、动态的数据基础是支撑公共服务数智化的现实保障与先决条件,然而现有研究忽略了对公共服务数智化的数据基础的讨论,这就要求构建数智化公共服务数据基础的目标框架,探究其实现路径。基于“数据生产-数据管理-数据使用”的框架,将公共服务数智化的数据基础划分为数据类型、数据来源、数据采集、数据存储和数据使用等目标环节。应超越传统统计思维,破解分散供给带来的碎片化数据与数据多元主体合作生产难题,突破数据管理的部门壁垒等机制梗阻,回应数据要素潜力挖掘难题,构建“整体智治-促进涌现-规范管理-价值共创”的公共服务数智化数据基础实现路径。Digital intelligence is crucial for enhancing the balance and accessibility of basic public services.An accurate and dynamic data foundation is both a practical support and a prerequisite.However,existing research has overlooked discussions on this foundation,making it necessary to construct a targeted framework and explore its implementation path.Based on the“data production–data management–data usage”framework,this study divides the data foundation for digital intelligence in public services into segments like data types,sources,collection,storage,and usage.It's essential to break free from traditional statistical thinking,address challenges from fragmented data due to decentralized supply and collaborative production among multiple entities,overcome institutional obstacles like departmental barriers in data management,and tap the potential of data elements.Consequently,this paper proposes an implementation path for the data foundation of digital intelligence in public services,characterized by“holistic intelligent governance–promoting emergence–standardized management–value co-creation”,aiming to drive better integration and value extraction in public service data management.
