摘　　要：【目的】探究学术出版商的社会责任,明确学术出版商在推动开放科学进程中的作用和职责。【方法】通过对国际大型学术出版商社会责任实践进行调研,在UNESCO《开放科学建议书》的原则指导下,构建开放科学背景下学术出版商的社会责任框架及内容。【结果】从治理、业务、社会3个维度构建开放科学背景下学术出版商的社会责任框架,提出了制定开放科学战略和政策、维护开放科学原则与学术出版伦理道德、保障信息和知识获取的平等与公平、推动研究数据开放共享、促进科学知识传播和使用、推进全球科学研究等9个方面的具体社会责任。【结论】学术出版商应制定开放科学战略和政策、保障公平和平等、关注开放科学公共利益实现、加强开放科学国际合作。[Purposes]To clarify the role and duties of academic publishers in promoting the development of open science,this article explores the social responsibility of academic publishers.[Methods]Based on the investigation of the social responsibility practices of large international academic publishers and under the guidance of the principles of the Open Science Recommendation proposed by UNESCO,a framework with detailed content related to the social responsibility of academic publishers in the context of open science was constructed.[Findings]Three dimensions including governance,business,as well as community and society contribute to the social responsibility framework.Nine specific social responsibilities were proposed,including formulating open science strategies and policies,maintaining open science principles and academic publishing ethics,ensuring equality and fairness in access to information and knowledge,promoting open sharing of research data,facilitating dissemination and use of scientific knowledge,and advancing global scientific research.[Conclusions]Academic publishers should formulate open science strategies and policies,ensure fairness and equality,put a high value on realization of public interests in relation to open science,and strengthen international cooperation on open science.
