普惠保险能缩小城乡差距吗?——基于农地流转的视角

摘　　要：在构建一个同时包含普惠保险、农地流转和城乡差距的柯布道格拉斯生产函数模型,系统诠释普惠保险通过农地流转缩小城乡差距作用机理的基础上,以2008—2021年省级面板数据,对普惠保险缩小城乡差距的作用效果和机制进行实证考察。研究发现:普惠保险的渗透性和可得性激发农地转入户的规模生产意愿,促进农地有序流转并提高边际产出,产生规模效应;普惠保险的使用性提供针对性的细化业务,保障规模生产与农地转出收益,推动非农就业并增加非农收入,产生增收效应。农地流转是普惠保险缩小城乡差距的有效机制。普惠保险对城乡差距的影响,会因农业机械化程度和城镇就业机会不同而存在差异。Constructing a C-D production function model that simultaneously incorporates inclusive insurance,farmland transfer and urban-rural gap,this study systematically elucidates the mechanism by which inclusive insurance,through farmland transfer,mitigates urban-rural gap.Using provincial panel data from 2008 to 2021,the study empirically examines the effects and mechanisms of inclusive insurance in reducing urban-rural gap.The findings indicate that the penetrability and accessibility of inclusive insurance stimulate the inclination of rural households to engage in scale production through farmland transfer,fostering orderly land circulation and increasing marginal output,and thereby generating economies of scale.The utility of inclusive insurance provides targeted and refined services,ensures benefits from scale production and farmland transfer,facilitates non-agricultural employment,increases non-agricultural income,and results in additional income effects.Farmland transfer proves to be an effective mechanism for inclusive insurance to narrow urban-rural gap.The impact of inclusive insurance on urban-rural gap varies due to differences in the level of agricultural mechanization and urban employment opportunities.
