基层减负难的破局之道——制度、组织和技术角度的考察

摘　　要：基层减负一直是各级政府关注的重点社会治理问题。形式主义的存在和基层干部的倦怠是基层减负难的现实表征。制度性约束、组织责任超载与数字化建设中的技术悖论共同构成了基层减负难的内在逻辑。因此,要破解基层减负难的问题,应改革行政体制、统筹资源分配、加强法治政府建设,以制度调适构成基层减负外部保证;科学构建权责清单、推动调研走深走实、合理制定考核机制,推进基层治理体系和治理能力现代化;从政府与政府、政府与企业、政府与公民的角度出发,“全国一盘棋”地统筹数字化建设。Burden reduction at the grassroots level has always been a key social governance issue of concern for governments at all levels.The existence of formalism and the burnout of grassroots cadres are the realistic manifestations of the difficulty in reducing the burden at the grassroots level.The inherent logic of the difficulty in reducing burden at the grassroots level is composed of institutional constraints,organizational responsibility overload,and technological paradoxes in digital construction.Therefore,to solve the problem of difficulty in reducing burden at the grassroots level,the administrative system should be reformed,resource allocation should be coordinated,and construction of the rule of law should be strengthened,so as to constitute the external guarantee of burden reduction at the grassroots level by institutional adjustment;The list of rights and responsibilities should be constructed scientifically,the practical research and study should be promoted in-depth and the assessment mechanism should be formulated reasonably,grassroots governance systems and governance capabilities should be advanced;From the perspectives of government and government,government and enterprises,and government and citizens,we will coordinate the digital construction of the whole country.
