福建省多式联运“一单制”发展现状与对策

摘　　要：多式联运“一单制”是在推动“一带一路”多式联运、中欧班列开行、RCEP生效实施、国际贸易往来等过程中提出的概念,为了进一步优化和创新运输组织模式,提高物流服务的质量,论文在阐述国内外多式联运“一单制”发展、梳理多式联运“一单制”内涵的基础上,通过分析福建省开展多式联运“一单制”的基础保障,结合在多式联运“一单制”推进过程中所面临的主要问题,提出了推动福建省多式联运“一单制”发展的举措以及相关建议。The“single document system”for multimodal transport is a concept put forward in the process of promoting multimodal transport along the Belt and Road,the operation of China-Europe Railway Express,the implementation of RCEP,and international trade exchanges.It aims to further optimize and innovate the transport organization mode and improve the quality of logistics service.Based on elaborating the development and connotation of the“single document system”for multimodal transport at home and abroad,this paper analyzes the basic guarantees for the implementation of the“single document system”for multimodal transport in Fujian Province and the main problems in the promotion process.It then puts forward measures and relevant suggestions for promoting the development of the“single document system”for multimodal transport in Fujian Province.
