摘 要:核电站是国家核体系的重要支点,其防卫安全是确保核能安全、可持续发展的重要保障,为国家能源安全提供支撑。基于战争风险和恐怖袭击可能采取的打击手段,研判核电站面临的暴力恐怖活动、无人机超低空飞行袭击、网络电子攻击等现实风险,描述了各类风险威胁特征;区分探测导航、作战性能和破坏效果3种类别,提出11个影响风险产生的典型因素;分析敌方“探测—打击—后果”的逻辑关系和作用机理,构建核电站遭袭风险评价指标体系,为科学预测核电站面临的遭袭风险,针对性加强核电站防卫措施和优化应急力量运用提供理论支持和方法支撑。Nuclear power stations are important pillars of the national nuclear system,whose defense security is an important guarantee for ensuring the safety and sustainable development of nuclear energy,providing support for national energy security.Based on the possible means of attack by war risk or terrorists,the realistic risks faced by nuclear power plants,such as violent terrorist activities,ultra-low altitude drone attacks,and cyber electronic attacks,are analyzed and the characteristics of various risks and threats are described.Three categories of detection and navigation,combat performance and destruction effect are distinguished,and 11 typical factors affecting risk generation are proposed.The logical relationship and mechanism of enemy"detection-fight-consequence"is analyzed,and the index evaluation system of influencing factors of nuclear power station attacked risk is constructed,which provides theoretical and methodological support for scientific measurement of the attack risk faced by nuclear power plants,targeted strengthening of nuclear power plant defense measures and optimization of emergency force application.
