全面深化改革视角下海河流域水资源管理法律制度研究

摘　　要：为深入贯彻落实党的二十届三中全会关于完善中国特色社会主义法治体系的决策部署,推进海河流域水法治建设,提升流域治理管理能力,按照《推进海河保护立法专题研究工作方案》安排,开展了海河流域水资源管理专题立法研究工作。研究基于海河流域水资源特点,开展了流域现行水资源管理制度现状评估,摸清了现行制度体系构成、制度内容内涵和管理实践成效,剖析了相关制度在流域水资源治理管理中存在的具体问题,提出了破解流域治理管理难题的对策建议,对推进海河流域水法治建设、落实水资源刚性约束制度、强化水资源治理管理具有重要意义。To thoroughly implement the decisions of the Third Plenary Session of the 20th Central Committee of the Communist Party of China regarding the improvement of the socialist legal system with Chinese characteristics,and to advance water-related rule of law in the Haihe River Basin,and enhance basin governance capacity,was conducted in this study specialized legislative research on water resource management in the basin.Aligned with the Special Research Work Plan on Promoting the Legislation for the Protection of the Haihe River,was systematically evaluated the current water resource management framework in the Haihe River Basin.The structural composition,institutional content,and practical efficacy of existing systems were analyzed,critical challenges in water resource governance were dentified,and targeted countermeasures to address basin-scale management issues were proposed.These efforts hold significant implications for strengthening water-related legal frameworks,enforcing rigid water resource constraints,and improving water governance in the Haihe River Basin.
