摘　　要：永定河属海河水系,是京津冀晋蒙的重要生态屏障,但生态系统较为脆弱,严重制约了京津冀晋蒙地区生态文明建设,依靠单一的行政区划或部门管理已经无法解决。在永定河流域的生态保护实践中,永定河流域公司发挥了重要作用,其不仅是区域法律制度建设的重要环节,也是确保流域内生态环境得以持续保护和修复的关键力量。鉴于此,必须从生态体系的整体视角出发,针对永定河流域目前存在的问题进行全面审视和反思,构建更加协调一致的生态保护立法体系,通过加强立法必要性和可行性的论证,优化立法内容与形式,提升立法的质量和效率,为永定河流域的可持续发展奠定坚实的法治保障基础。The Yongding River,a critical tributary of the Haihe River system,functions as a vital ecological buffer for the Beijing-Tianjin-Hebei-Shanxi-Inner Mongolia region.Nevertheless,its fragile ecosystem imposes significant constraints on regional ecological civilization initiatives.Conventional approaches—predominantly fragmented administrative or sectoral governance—have demonstrated limited efficacy in addressing these challenges.Notably,the Yongding River Basin Investment Company has emerged as a pivotal institutional mechanism,simultaneously advancing regional legal frameworks and ensuring sustained ecological restoration.To address these systemic issues,a holistic reassessment of ecosystem-based governance was imperative.This study advocated for the establishment of coordinated ecological protection legislation through strategic measures:strengthening the justification for legislative necessity and feasibility,optimizing legislative frameworks in both content and structure,and enhancing legislative quality alongside implementation efficiency.These integrated efforts aim to institutionalize robust legal safeguards for sustainable development in the Yongding River Basin.
