水利水电工程移民安置验收对策研究

摘　　要：新时期国家对大中型水利水电工程的移民安置工作要求不断提高,因种种原因导致移民安置竣工验收迟迟不能开展,工程竣工验收也无法进行,为保障已完工项目的正常投产,亟待加快组织对存量和具备条件的工程开展移民安置的竣工验收工作。结合现行验收规程和移民安置竣工验收工作实践,分析了各类项目开展验收的制约条件和问题所在,有针对性开展相关对策研究,为今后开展大中型水利水电工程移民安置竣工验收提供了一定的参考和借鉴。In the new era,the state has been raising the requirements for the resettlement of displaced populations in large-and medium-sized water conservancy and hydropower projects.Currently,due to various reasons,the completion acceptance of resettlement work has been delayed,which in turn has prevented the final acceptance of the projects.To ensure the normal operation of completed projects,it is urgent to accelerate the organization of completion acceptance for existing and eligible projects regarding resettlement.Based on current acceptance regulations and practical experiences in the completion acceptance of resettlement,the constraints and problems faced in conducting acceptance for various types of projects were analyzed in this way.And the targeted countermeasures were proposed,providing references for future completion acceptance of resettlement in large-and medium-sized water conservancy and hydropower projects.
