摘　　要：随着全球数字化进程的加速发展,数字技术革新逐渐渗透至外交领域,推动全球数字竞争在外交领域不断升级,引领并塑造全球数字竞争的新格局。作为全球数字技术领域的领导者,美国以护持数字霸权为导向,通过加快数字外交规划布局、完善数字外交平台建设、推进数字外交人才培养以及打造数字外交伙伴联盟等多项举措,不断强化数字外交能力及全球数字领域的竞争力。美国强化数字外交既源自提升全球政治影响力与增强数字经济控制力的内在需求,也包含了在意识形态领域强化价值输出力的现实考量,更与在战略层面获取大国竞争力紧密相连,其根本目的在于全面维护自身战略利益及巩固全球霸权地位。在数字化时代,美国数字外交的强化不但将加剧中美两国在数字权力领域的竞争,还会推动大国间数字地缘政治博弈的升级,并对全球数字治理体系机制建设构成挑战,进而深刻影响全球数字竞争的未来格局。受技术应用风险、观念更新滞后、规则治理差异及战略利益分歧等综合因素的制约,美国所推行的强化数字外交前景仍存在较大不确定性。中国应高度关注美国数字外交发展的新动向,有效应对美国数字外交强化带来的变化和挑战。With the accelerated development of the global digital process,digital technological innovation has gradually penetrated into the field of diplomacy,promoting the continuous upgrading of global digital competition in the field of diplomacy,leading and shaping the new pattern of global digital competition.As a global leader in digital technology,the United States,guided by the preservation of digital hegemony,has continuously strengthened digital diplomacy capabilities and competitiveness in the global digital field by accelerating the planning and layout of digital diplomacy,improving the construction of digital diplomacy platforms,promoting the training of digital diplomacy talents,and building digital diplomacy partnerships and alliances.The strengthening of digital diplomacy by the U.S.is not only out of its internal needs to enhance its global influence politically and enhance its digital control economically,but also out of practical consideration to strengthen its value output ideologically,and more closely related to its strategic urgency to obtain the competitiveness of great powers,whose purpose is to comprehensively safeguard its strategic interests and consolidate its global hegemonic position.In the digital era,the strengthening of the U.S.digital diplomacy will not only intensify the competition between China and the U.S.in the field of digital ascendancy,but also promote the upgrading of the digital geopolitical game between major powers,and pose challenges to the construction of the global digital governance system,which will profoundly affect the future pattern of global digital competition.Constrained by a combination of factors such as technology application risks,lagging concept updates,differences in rule governance and differences in strategic interests,the prospect of enhanced digital diplomacy pursued by the U.S.is still highly uncertain.China should pay close attention to the new trends in the development of the U.S.digital diplomacy and effectively respond to the changes and challenges br
