技术政治逻辑下的国际组织对国内冲突的“数字调停”

摘　　要：数字技术与冲突调停结合已成为当前和平建设的重要议题。本研究以国际组织所进行的数字调停为切入点,试图厘清数字技术介入冲突调停后产生的技术与政治互动关系。本研究认为国际组织应用数字技术参与调停需遵循技术政治所具有的双向影响特征:一方面,从政治技术化角度出发,国际组织通过数字技术介入,可利用其所具备的去中心化、扁平化社交与科学计算的技术特征,推动调停包容性与公正性,进而提升其在冲突调停中的地位。但另一方面,国际组织应用数字调停受到了国内冲突所具有的现实政治博弈的影响,因此实际无法改变其在调停过程中的权力地位。现实政治博弈通过限制国际组织在调停过程中的活动机会空间进而对其数字调停施加了限制与扭曲的作用。因此,本研究表明:数字调停发展对传统调停具有促进作用,但其本质依然需要依靠传统调停中对于冲突主体政治关系的管理。因此数字调停只有与更为广泛的调停模式进行有机整合,方可更好发挥作用。本文通过国际组织利用数字技术在也门与叙利亚两场冲突中的调停以阐释此问题。The combination of digital technology and conflict mediation has become an important issue in peace building.This study takes the digital mediation carried out by international organizations as an entry point,and tries to clarify the interactive relationship between technology and politics arising from the involvement of digital technology in conflict mediation.This study argues that the application of digital technology by international organizations in mediation follows the two-way influence characteristic of techno-politics.On one hand,from the perspective of political technologization,international organizations can make use of their decentralization,flat socialization and scientific computing technology to enhance their ability to promote inclusiveness and fairness in mediation,and thus enhance their status in conflict mediation.On the other hand,from the perspective of political technologization,the application of digital mediation by international organizations is affected by the real political game of domestic conflicts,and therefore cannot actually change its position of power in the mediation process.The realpolitik game imposes restrictions and distortions on digital mediation by limiting the opportunity space for international organizations to operate in the mediation process.Therefore,this study shows that the development of digital mediation is certainly a progress for traditional mediation,but its essence still needs to rely on traditional mediation to deal with the political relations of conflict subjects.Therefore,digital mediation can only play its role better if it is organically integrated with a wider range of mediation models.This paper illustrates this issue through the use of digital technology by international organizations to mediate in two conflicts in Yemen and Syria.
