摘　　要：宁夏回族自治区吴忠市利通区地处宁夏引黄灌区的核心地带,是宁夏农业水价综合改革、现代化生态灌区建设、“四水四定”试点等水利改革的“试验田”。文章梳理了利通区探索创新“合同节水+水权交易”模式深化农业水价综合改革推进现代化灌区建设的典型实践做法,总结分析了进展成效,提炼出了可为宁夏乃至全国农业水价综合改革和现代化灌区建设提供宝贵经验借鉴的模式样板。Litong District,Wuzhong City,Ningxia Hui Autonomous Region,is located in the core area of the Ningxia Yellow River Irrigation Area.It is a“pilot district”for water conservancy reforms such as comprehensive agricultural water price reform,modern ecological irrigation area construction,and“four water-based principles”pilot projects in Ningxia.This article summarizes the typical practices of exploring and innovating the“contract water-saving plus water rights trading”model in Litong District to deepen the comprehensive reform of agricultural water prices and promote the construction of modern irrigation areas.It summarizes and analyzes the progress and achievements,and extracts valuable experience and reference models for the comprehensive reform of agricultural water prices and the construction of modern irrigation areas in Ningxia and even the whole country.
