摘  要:2014年3月14日,习近平总书记提出“节水优先、空间均衡、系统治理、两手发力”治水思路,其中“空间均衡”强调坚持人口经济与资源环境相均衡的原则。1935年地理学家胡焕庸提出划分的中国人口密度对比线,揭示了人地关系中涉及自然、经济、人文等因素的紧密内在关联。“胡焕庸线”不仅是中国的人口地理分界线,也是生态环境线。文章通过总结分析“胡焕庸线”反映的我国区域发展不平衡不充分的问题,探究蕴含其中的人水城和谐发展之道,提出以“空间均衡”治水思路优化“胡焕庸线”的有关举措,以水利高质量发展助推中国式现代化。On March 14,2014,General Secretary Xi Jinping proposed the water governance concept of“prioritizing water conservation,balancing spatial distribution,taking systematic approaches,and giving full play to the roles of both government and market”,among which balancing spatial distribution emphasizes the principle of balancing population,economy,resources,and environment.In 1935,Hu Huanyong,a geographer,put forward to divide the contrast line of China s population density,namely“Heihe-Tengchong Line”,which revealed the close internal relationship between humanity and land involving natural,economic,human and other factors.The“Heihe-Tengchong Line”is not only the geographical boundary of China s population,but also the ecological environment line.By summarizing and analyzing the unbalanced and inadequate regional development reflected by the“Heihe-Tengchong Line”,this article explores the path of harmonious development of the humanity,water and city,and proposes relevant measures to optimize the“Heihe-Tengchong Line”with the water governance concept of“spatial balance”,so as to boost Chinese path to modernization with high-quality water conservancy development.
