两手发力推进灌区现代化建设的思考

摘　　要：灌区是推动农业和农村高质量发展的公共基础设施,对保障国家粮食安全和水安全具有重要意义。为加快推动灌区现代化建设,践行提升新一轮千亿斤粮食产能行动计划和乡村振兴等国家战略举措,文章在系统梳理我国灌区建设综合效益的基础上,剖析了灌区现代化建设当前存在的主要问题及原因,思索推动灌区现代化发展的内在动力需求,借鉴我国水利工程管理体制改革和农业水价综合改革相关经验,结合最新的水利投融资政策要求,探讨创新灌区现代化建设投融资机制的可持续路径,完善灌区现代化建设市场规则,为政府有效运用市场化运作模式推进灌区现代化建设提供参考意见和建议。Irrigation areas are public infrastructure that promote high-quality development of agriculture and rural areas,and are of great significance in ensuring national food and water security.In order to accelerate the modernization of irrigation areas,implement the national strategic measures such as the action plan to enhance the production capacity of billions of kilograms of grain and rural revitalization,this article systematically sorts out the comprehensive benefits of irrigation area construction in China,analyzes the main problems and reasons for the current modernization of irrigation areas,considers the internal driving force needs for promoting the development of irrigation area modernization,draws on the relevant experience of China s water conservancy project management system reform and agricultural water price comprehensive reform,and combines the latest water conservancy investment and financing policy requirements to explore the sustainable path of innovative irrigation area modernization construction investment and financing mechanism,improve the market rules of irrigation area modernization construction,and provide reference opinions and suggestions for the government to effectively use market-oriented operation mode to promote irrigation area modernization construction.
