关于防范水利统计造假、提升统计数据质量的几点思考

摘　　要：在“统计造假”纳入违反党的工作纪律有关条款,纳入依法行政、依法履职责任范围的背景下,文章进一步梳理法律法规和水利统计相关文件中对统计造假和统计失察行为的界定,总结近年来水利防范统计造假采取的主要措施,结合国家统计局督察中发现的问题,分析水利统计的薄弱环节,围绕提高统计科学性提出明确水利统计工作的定位和职责、科学看待统计误差和确定统计调查频率等建议。Against the background of“statistical fraud”being included in the relevant provisions of violating the work discipline of the Communist Party of China and in the scope of legal administration and fulfilling duties according to law,this article further clarifies the definitions of statistical fraud and statistical negligence in laws and regulations and relevant documents on water conservancy statistics,summarizes the main measures taken in recent years to prevent statistical fraud in water conservancy,analyzes the weak links in water conservancy statistics based on the problems inspected by the National Bureau of Statistics,and puts forward suggestions to improve the scientificity of statistics,such as clarifying the positioning and responsibilities of water conservancy statistics work,scientifically viewing statistical errors and determining survey frequency.
