《太湖流域管理条例》修订的建议分析——从加强涉河建设项目管理角度

摘　　要：《太湖流域管理条例》自2011年11月1日实施以来,强化了流域管理机构与地方政府以及水利、生态环境等相关部门的管理职责,尤其是在解决体制机制问题、流域管理与区域管理相结合等方面有所创新和突破。但随着国家相关法律法规的修正修订,水利部关于河湖治理管理要求的不断深化,以及流域治理和管理重点任务的更迭,亟需推动《太湖流域管理条例》修订工作。考虑到太湖流域经济发达,人口稠密,滨水空间开发价值高,涉河建设项目管理难度大、要求高,为此从强化涉河建设项目管理角度,开展相关制度研究,为《太湖流域管理条例》修订提供参考。Since the implementation of the Regulations on the Administration of Taihu Basin on November 1,2011,it has strengthened the management responsibilities of river basin management organizations and local governments,as well as water conservancy,ecological environment and other relevant departments,especially in solving the problems of system and mechanism,and combining river basin management with regional management.However,with the revision of relevant national laws and regulations,the continuous deepening of requirements for river and lake governance and management by the Ministry of Water Resources,and the replacement of key tasks for basin governance and management,it is urgent to promote the revision of the Regulations.Considering that the Taihu Basin has developed economy,dense population,high value of waterfront space development,and difficult and demanding river related construction project management,relevant system research is carried out from the perspective of strengthening river related construction project management to provide reference for the revision of the Regulations.
