摘  要:节约用水是践行习近平总书记“节水优先、空间均衡、系统治理、两手发力”治水思路、贯彻《国家节水行动方案》的首要任务。通过客观全面、科学高效的调查手段,准确真实地获取用水器具用水量并开展相关影响因素分析,对全面掌握用水产品节水状况、进一步制定后续节水策略具有重要参考指导作用。文章从用水产品节水调查中最重要的采样分析关键步骤入手,采用双观测角度综合调查方法创新构建了节水调查指标体系,采用相关度聚类分析模型对节水调查指标相关性和趋势进行分析,并以北京市为例对上述关键技术进行了验证,可为我国节水用水的市场调查、行业监管、政策研究等提供借鉴。Water conservation is the primary task of implementing the General Secretary Xi Jinping's water governance concept of“prioritizing water conservation,balancing spatial distribution,taking systematic approaches,and promoting government-market synergy”,as well as implementing the National Water Conservation Action Plan.By using objective,comprehensive,and scientific investigation methods to accurately and truthfully obtain the actual water consumption of water appliances and conducting relevant influencing factor analysis,which has an important reference and guidance role in comprehensively understanding the water conservation situation and formulating subsequent water-saving strategies.This article starts with the most important sampling and analysis key steps in the water-saving survey of water products,adopts a comprehensive survey method from double-perspective,innovatively constructs a water-saving survey index system and index library,and uses a correlation clustering analysis model to analyze the correlation and trend of key water-saving indicators.The above key technologies are verified in Beijing city as a case study,which can provide reference for market research,industry supervision,policy research,and other aspects of water-saving and water-using in China.
