摘  要:世界银行在新一轮营商环境评价(Business Ready)中增加“劳工”指标,评价经济体劳动用工政策法规及其实施效果。作为中国内地专家咨询报告评价的唯一样本城市,上海将参与第二轮评价。劳工指标中的“工资与社保”部分与劳动者权益密切相关。以该部分指标对上海营商环境进行自评后发现,世界银行的评价要求与我国劳动政策法规存在较大差异,部分要求甚至与国际劳工标准相悖。在参与评价过程中,我国应当客观理性地看待劳工指标的评价结果。In the new round of Business Ready evaluation,the“labor”indicator is added to evaluate the labor employment policies,regulations,and implementation effects of the economy.As the sample city evaluated in the expert consultation report of Chinese Mainland,Shanghai will participate in the second batch of evaluation work.Wages and social protection are closely related to the rights and interests of workers,ensuring their basic living needs.Using this indicator to evaluate the business environment in Shanghai,it was found that the evaluation requirements differ significantly from China’s labor policies and regulations,and some requirements even contradict international labor standards.In the process of participating in the evaluation,the evaluation results of labor indicators should be objectively and rationally viewed.
