摘　　要：客运调度是铁路运营管理的重要任务,随着中国铁路呼和浩特局集团有限公司管辖范围内高速铁路运营里程不断增加,动车组的开行与调整情况更加复杂,对运输调度管理信息系统的安全可靠性与智能化水平提出了更高要求。通过分析既有调度系统中计划编制、调度命令下达过程中存在的问题,结合调度所各工种及相关业务处室、运输站段调度岗位的作业流程,提出高速铁路智能综合调度系统的总体方案与关键功能设计。依照总体方案,设计客运调度基础数据管理、综合计划编制、调度命令管理、列车运行管理、车底运用管理、综合统计分析六大功能,并在各环节进行安全检查,实现面向路网的高铁调度计划一体化编制、调度计划快速调整、调度命令全面数字化管理、各作业环节全方位安全卡控,有效保证高速铁路调度计划与调度命令的准确性,提升各岗位作业效率,为新时代智能高铁运营管理发展发挥引领和启示作用。Passenger traffic control is a crucial task in railway operation management.As the operating length of HSRs under the control of China Railway Hohhot Co.,Ltd.,continues to increase,the EMU operation and adjustment have become more complex,raising higher demands for the safety,reliability,and intelligence of the traffic dispatching management information system.This paper proposes a comprehensive scheme and key functional design for an intelligent integrated dispatching system for high speed railway by analyzing the problems in the process of plan preparation and dispatching order issuance in the existing dispatching system,combining with the operation flow of each type of work in the dispatching office and the related business office,as well as scheduling positions of transport stations and deports.According to the overall plan,six key functions are designed:basic data management of passenger traffic control,integrated planning preparation,dispatching command management,train operation management,train-set operation management,and comprehensive statistical analysis.and safety checking is carried out in each link,so as to realize the integrated preparation of high-speed railway dispatching plan based on the railway network,rapid adjustment of dispatching plan,comprehensive digital management of dispatching order,and all-around safety control in all operation links.This effectively ensures the accuracy of high speed railway dispatching plans and commands,enhances operational efficiency across different jobs,and plays a guiding and inspirational role in the development of intelligent HSR operation management in the new era.
