美国海关与边境保护局执法人员培养模式考察分析与政策启示

摘　　要：随着全球化的不断深入以及国际安全形势的持续变化,边境安全已成为国家政策的重要组成部分。美国的边境执法人员培养模式具有其独特性,强调专业培训与实战能力结合、严格的选拔机制以及持续的职业发展支持。分析美国边境执法人员培养模式经验及存在问题,对我国高素质边境执法人员培养提出加强文化敏感性和语言培训、建立心理健康支持体系、突出技术在培训中的应用、采取灵活的培训策略、改进考核与评估机制等建议。As globalization continues to deepen and the international security situation changes,border security has become an important part of national policy.The combination of professional training and practical capabilities,a strict selection mechanism and ongoing career development support make United States’border law enforcement training model unique.Based on the analysis of the experience and problems of the U.S.Customs and Border Protection training model,this article puts forward such suggestions as strengthening cultural sensitivity and language training,building a mental health support system,highlighting the application of technology in training,adopting flexible training strategies,and improving assessment and evaluation mechanismsin order to train high-quality border law enforcement personnel in China.
