大国在非洲的竞争新态势对中非合作的挑战与因应

摘　　要：新形势下“一带一路”倡议在非洲的发展过程,也伴随着非洲地缘政治新的转变。法国在非洲接连受挫、美国在非洲回归转向、俄罗斯在非洲产生强势影响等,主要大国竞相确立其在非洲的战略地位,围绕单极还是多极的世界秩序之争,在非洲展开新的战略角力。大国在非竞争的新态势,对中国携手非洲共建全天候命运共同体构成新挑战,如中俄在非影响力提升引发其他大国的战略警惕、美国在非战略调整加深非洲国家合作的中立态度、非洲反法风潮等,对中非发展合作产生直接或间接影响。大国竞争背景下,应深入分析并把握这一新形势下的机遇,适时推动与其他国家在非洲议题上的交流与合作,优化中非合作路径,完善非洲国别风险评估体系,着力共建全天候中非命运共同体。The development of“the Belt and Road”Initiative in Africa is accompanied by the structural transforma-tion of African geopolitics,including the successive setbacks of France in Africa,the return of the United States to Africa,and the strong influence of Russia in Africa,etc.The major powers are competing to establish their strategic positions in Africa where a new strategic tug-of-war is taking place in Africa around the unipolar or multipolar world order.The new situation of competition among these major powers in Africa poses new challenges to China’s efforts to build an all-weather China-Africa community of shared future based on the new situation and new stage.China-Africa cooperation has been directly or indirectly influenced by the strategic vigilance of other major powers which is triggered by China’s and Russia’s increased influence in Africa,the strong neutrality of African countries toward the cooperation with China resulting from the US strategic readjustment in Africa,and the wave of anti-French activities in Africa.In the context of major power competition,we should deeply analyze and seize the new opportunities in this new situation,promote exchanges and cooperation with other countries on African issues,optimize the path of China-Africa cooperation,improve the country-specific risk assessment system in Africa,and build an all-weather China-Africa community of shared future.
