区域环境协同治理对城市包容性低碳发展的影响

摘　　要：选取2005—2022年我国294个地级及以上城市数据,采用双向面板固定模型探究区域环境协同治理对城市包容性低碳发展的影响。研究结果表明:区域环境协同治理能显著促进城市包容性低碳发展,实现共治共享;环境监管力度的提升、战略性新兴产业的发展与绿色创新技术的进步在其中发挥主要中介作用;异质性分析表明,在具有协同发展政策保障的城市、数字基础设施相对完善的城市、大气污染防治重点城市、交通枢纽城市以及东部城市中区域环境协同治理提升城市包容性低碳发展的效应更加显著。拓展分析表明,区域环境协同治理有助于缩小城市之间、南北方城市以及胡焕庸线两侧的包容性低碳发展差距,具有区域协调发展效应。Select the data from 294 prefecture level and above cities from 2005 to 2022,and uses a panel bidirectional fixed model to explore the impact of regional environmental collaborative governance on inclusive and low-carbon development in cities;The research results indicate that:Collaborative governance of regional environment can significantly promote inclusive and low-carbon development of cities,achieving co-governance and sharing;The improvement of environmental supervision,the development of strategic emerging industries,and the advancement of green innovation technologies play a major intermediary role in it.Heterogeneity analysis shows that in cities with coordinated development policy guarantees,cities with relatively complete digital infrastructure,key cities for air pollution prevention and control,transportation hub cities,and eastern cities,the effect of regional environmental collaborative governance on enhancing inclusive and low-carbon development of cities is more significant.Extended analysis shows that regional environmental collaborative governance can help narrow the gap in inclusive low-carbon development between cities,between cities in the north and south,and on both sides of the Hu Huanyong Line,and has a regional coordinated development effect.
