中国数字贸易国际竞争力水平测度与比较

摘　　要：基于数字基础设施、数字技术创新、数字营商环境、数字产业规模、数字市场效益5个维度,构建数字贸易国际竞争力指标体系,运用熵值法对全球30个国家2012—2023年数字贸易国际竞争力水平进行测度和比较。研究显示:2012年以来,中国数字贸易国际竞争力排名由第11位上升至第4位,与发达国家的差距逐渐缩小;从分维度指标来看,中国数字贸易国际竞争力的数字技术创新竞争力、数字产业规模竞争力和数字市场效益竞争力水平位于世界前列,但数字基础设施竞争力和数字营商环境竞争力水平相对滞后。最后,提出推进数字基础设施建设、释放数字技术创新活力、完善数字营商环境、壮大数字产业规模及扩展数字市场效益增长点的对策建议。This paper constructs an international competitiveness index system for digital trade from five dimensions:digital infrastr-ucture,digital technology innovation,digital business environment,digital industry scale,and digital market benefits.The entropy method is used to measure and compare the international competitiveness level of digital trade in 30 countries from 2012 to 2023.The research results show that since 2012,China's ranking of international competitiveness in digital trade has risen from 11th to 4th,and the gap with developed countries has gradually narrowed.From the perspective of dimensional indicators,China's international competitiveness in digital trade ranks among the world's top in terms of technological innovation competitiveness,digital industry scale competitiveness,and digital market efficiency competitiveness.However,its competitiveness in digital infrastructure and digital business environment is relatively lagging behind.Finally,suggestions are put forward to promote the construction of digital infrastructure,unleash the innovation vitality of digital technology,improve the digital business environment,expand the scale of digital industries,and expand the growth points of digital market benefits.
