摘　　要：充分就业是实现经济可持续发展的基石。科技金融政策作为推动城市高质量发展的重要引擎,其能否有效促进更充分和更高质量就业至关重要。选取2006—2023年中国287个城市面板数据,采用双重差分法评估科技与金融结合试点政策对城市就业的影响,并探讨其内在机制。研究发现,科技金融政策显著扩大了城市就业规模。对就业结构而言,这一政策显著促进了高技能劳动力的就业水平,一定程度上抑制了低技能劳动力的就业水平。中介机制分析表明,科技金融政策通过缓解城市融资约束程度、促进城市技术创新水平以扩大城市就业规模和优化就业结构。异质性分析显示,在高等级城市和经济发展水平较高的城市,科技金融政策对高技能劳动力就业的促进作用和对低技能劳动力就业的抑制作用更为明显。Full employment is the cornerstone for achieving sustainable economic development.It is crucial for technology finance,as an important engine for promoting high-quality urban development,to effectively promote fuller and higher-quality employment.Based on the panel data of 287 Chinese cities from 2006 to 2023,this paper adopts the difference-in-differences method to assess the impact of the pilot policy of combining science and technology with finance on urban employment and to explore its underlying mechanism.It is found that the pilot policy significantly expands the scale of urban employment,and for the employment structure,this policy significantly promotes the employment level of high-skilled labor and to some extent suppresses the employment level of low-skilled labor.Through the analysis of intermediary mechanism,it is concluded that the pilot policy enhances the urban employment scale and optimizes the employment structure by alleviating the degree of urban financing constraints and promoting the level of technological innovation.The heterogeneity study shows that the pilot policy's promotion effect on the employment of high-skilled labor force and its inhibition effect on the employment of low-skilled labor force are more obvious in high-grade cities and cities with higher economic development level.
