摘 要:选取41个国家17个制造业行业2014—2020年的国家—行业—年份面板数据,利用多维固定效应模型,实证研究数字基础设施对制造业出口技术复杂度的影响,并对跨境数据流动限制的调节作用进行了深入分析。研究结果表明,数字基础设施能够显著促进制造业出口技术复杂度的提升,而跨境数据流动限制会削弱这种促进作用。异质性分析表明,数字基础设施的促进作用与跨境数据流动限制的调节作用在数字技术水平和跨境数据监管程度不同的国家、不同数据政策以及数据强度不同的行业间存在差异。研究结论为我国提升制造业产品国际竞争力,完善本国跨境数据流动规则提供了可参考的实证经验和政策建议。By constructing a country-industry-year panel dataset spanning 41 countries and 17 manufacturing industries from 2014 to 2020,this study empirically examines the impact of digital infrastructure on the technological complexity of manufacturing exports.and conducts an in-depth investigation of the moderating role of cross-border data flow restrictions.The results of the study's benchmark regression indicate that digital infrastructure can significantly enhances the technological complexity of manufacturing exports,whereas cross-border data flow restrictions attenuate this positive effect.Heterogeneity analysis reveals that the moderating effect of the facilitating effect of digital infrastructure on the technological complexity of manufacturing exports and the moderating effect of cross-border data flow restrictions varies across countries with different levels of digital technology,different degrees of cross-border data regulation,different data policies for cross-border data flows,and industries with different data intensities.The findings provide empirical evidence and policy recommendations for China to enhance the international competitiveness of manufacturing products and refine the cross-border data governance frameworks.
