摘 要:存量低效用地涉及相关要素多、利益主体复杂、评估维度多元,其数字化业务应用面临数据梳理汇聚难、融合挖掘难等挑战。本研究基于土地全生命周期理论,拆析土地管理各环节的低效用地表征因子与内因特征指标,梳理汇聚指标数据。提出以地理空间实体为核心的国土空间信息模型(TIM)构建方法,集成低效用地空间信息、基本属性、管理信息及社会经济关联数据,实现多要素、多源异构数据的标准化融合,以泉州市为例进行实践验证。结果显示,基于以土地全生命周期理论和表征因子与内因特征指标体系汇聚的数据体系较系统全面,低效工业用地再开发国土空间信息模型实现了各项数据融合关联。本研究为低效用地识别、成因诊断、盘活模拟等深入挖掘模型构建奠定了应用基础,提升了泉州市低效用地识别、项目策划和决策工作效率。The redevelopment of underutilized land faces practical challenges such as multiple elements,complex stakeholders,and diverse evaluation dimensions,posing challenges such as difficulties in data aggregation and integration for digital business applications.This study,based on the theory of land full lifecycle management,analyzes the characteristic factors and intrinsic indicators of inefficient land across various land management stages,and systematically aggregates indicator data.A Territory Information Model(TIM)construction method centered on geographic spatial entities is proposed,integrating spatial information,basic attributes,management information,and socio-economic data related to inefficient land,achieving standardized fusion of multi-element and multi-source heterogeneous data.The model is validated through a case study in Quanzhou.The results show that the data system aggregated based on the land lifecycle theory and the characteristic factor and intrinsic indicator system is comprehensive and systematic.The TIM for underutilized industrial land successfully integrates and correlates various data.This study lays a solid application foundation for the construction of in-depth models for underutilized land identification,cause diagnosis,and revitalization simulation,enhancing the efficiency of underutilized land identification,project planning,and decision-making in Quanzhou.
