摘　　要：聚焦公立医院高质量发展内涵建设,结合进一步改善护理服务行动计划,从结构(structurE)、过程(procedurE)、资源(resourcE)3个维度,通过优化护理人力布局、培养专科护理人才、设置住院总护士岗位、做实责任制整体护理、强化护士共情与关爱能力、推行精准护理策略、发展“互联网+护理服务”、打造慢病服务包等8条实施路径(Way),构建全方位、全过程、全要素的“3E8W”护理服务体系,实现提升护理服务质量,改善患者就医体验。Focusing on the connotation construction of high-quality development of public hospitals,combined with the action plan for further improvement of nursing service,from the three dimensions of structure(structurE),process(procedurE)and resources(procedurE),through eight practical pathways(Ways),including optimizing the layout of nursing manpower,cultivating specialist nursing talents,establishing chief resident nurse,implementing responsibility-based holistic nursing,strengthening nurses'empathy and caring ability,promoting precision nursing strategies,developing"Internet+nursing services",and creating chronic disease service packages,an all-round,whole-process and all-factor"3E8W"nursing service system was constructed,so as to improve the quality of nursing service and enhance the patients'medical experience.
