摘 要:为系统解决复杂河网地区洪患村镇的洪涝灾害问题,以乐安县招携镇为例,对洪患村镇形成的历史原因、受灾情况以及解决思路做定性分析,在此基础上,通过数值模拟对乐安县水系连通及农村水系综合整治工程前后水面线进行比较计算,定量分析出电站、桥梁、植被情况、导排渠等影响因素的阻水效果,以及采取针对性措施对解决该地区洪涝问题的贡献度。最终提出系统解决乐安洪患村镇的方案,归纳出解决洪患村镇洪涝问题的一般思路为:①系统分析,精准识别,科学评估;②统筹干支流,先主后次,有理有利有节;③源头引导与下游疏通相结合,症状与病因相结合,标本兼治。To systematically solve the problem of flood disasters in flood stricken villages and towns in complex river network areas,Zhaoxie Town in Le’an County was taken as an example to qualitatively analyze the historical reasons for the formation of flood stricken villages and towns,the disaster situation,and the solution ideas.Based on this,by using numerical simulation to compare and calculate the water surface profile before and after the water system connection and rural water system comprehensive improvement project in Le'an County,the water blocking effect of factors such as power stations,bridges,vegetation conditions,and drainage channels,as well as the contribution of targeted measures to solving the flood problem in the region were quantitatively analyzed.Finally,a systematic solution to the flood stricken villages and towns in Le'an was proposed,and the general approaches to solving the flood problem were summarized as follows:①systematic analysis,accurate identification,and scientific evaluation;②Coordinating the main and tributaries,prioritizing the main and then the secondary,with a rational and beneficial approach;③Combining source guidance with downstream dredging,combining symptoms with causes.
