国家储备体系的现状、主要问题与完善建议

摘　　要：完善国家储备体系,对于从战略保障、宏观调控和应对急需三个层面提升产业链供应链韧性和安全水平,具有重要的战略支撑意义。目前,国家储备体系的政策体系持续丰富,国家物资储备体系已基本建成,国家储备体系的运营管理机制逐步健全。但也存在储备法律法规和政策体系有待完善、储备主体市场化程度低、储备种类和数量有待丰富、储备效能不高等问题。为了更好地发挥国家储备体系对提升产业链供应链韧性和安全水平的战略支撑功能,需要从完善法律和政治体系、发展多元化的储备主体、构建动态优化的储备品类和规模体系、提升储备效能四个方面,加大力度完善国家储备体系建设。Improving the national reserve system is of great strategic support significance for improving the resilience and security of industrial and supply chains from three levels:strategic support,macroeconomic regulation and control,and response to urgent needs.At present,the policy system of the national reserve system continues to be enriched,the national material reserve system has been basically completed,and the operation and management mechanism of the national reserve system has been gradually improved.However,there are also problems such as the need to improve the laws,regulations and policy system of reserves,the low degree of marketization of reserve subjects,the types and quantities of reserves to be enriched,and the low efficiency of reserves.In order to better play the strategic support function of the national reserve system to improve the resilience and security of industrial and supply chains,it is necessary to increase efforts to improve the construction of the national reserve system from four aspects:improving the legal and political system,developing diversified reserve subjects,building a dynamically optimized reserve category and scale system,and improving the efficiency of reserves.
