摘　　要：根本制度、基本制度和重要制度构成中国特色社会主义制度的“四梁八柱”,三者是相互衔接、相互贯通、系统集成、运行有序的制度体系。当前,党的十八届三中全会确定的改革任务总体完成,国家制度和国家治理体系不断完善,国家治理能力和治理效能明显增强。在新时代新征程上,锚定进一步全面深化改革的目标,着眼于“七个聚焦”的主题方向,坚持以制度建设为主线,筑牢根本制度,完善基本制度,创新重要制度,为全面建设社会主义现代化国家提供更为完善的制度保障。Fundamental system,basic system and important system constitute the“four beams and eight pillars”of the system of socialism with Chinese characteristics.The three systems are interconnected,integrated and orderly.The reform tasks set by The Third Plenary Session of the 18th CPC Central Committee have been completed on the whole,the State system and governance system have been continuously improved,and our country's capacity and effectiveness of governance have been significantly enhanced.On the new journey of the new era,we should anchor the goal of further comprehensively deepening reform,focus on the theme of“seven focuses”,adhere to institutional building as the main line,build solid fundamental systems,improve basic systems,and innovate important systems,so as to provide a more perfect institutional guarantee for comprehensively building a modern socialist country.
