蚕桑产业本地化实践赋能乡村振兴——以滇中石羊镇为例

摘　　要：借助中央政府“东桑西移”的历史契机与地方政府的配套政策支持,滇中石羊镇充分利用优越的自然资源条件和社会经济条件,促进蚕桑产业的持续健康发展。石羊镇蚕桑产业本地化实践具有科学合理的产业布局特点:基层政府精准施策,引导农户转向高产值、高收入的蚕桑产业;蚕农采取因地制宜的种植模式,持续优化蚕桑产业的分布范围。在基层党组织和基层政府的引领下,采取蚕桑产业发展的创新实践策略:党员发挥模范带头作用,树立典型示范引领群众;提升蚕桑科技含量,注重技能培训与科技应用;追求多方共赢,形成利益融合的产业链合作关系;积极探索蚕桑文化与农旅融合的产业拓展模式。石羊镇蚕桑产业的良性发展促进精准脱贫与乡村振兴的有效衔接,极大地促进农民共同富裕,为云南省其他地区提供乡村产业振兴的发展经验。Shiyang Town in central Yunnan fully utilizes its superior natural resources and socio-economic conditions to promote the vigorous development of the sericulture industry by taking advantage of the historical opportunity of the central government's“Westward Mulberry Movement”and the supporting policies of local governments.The sericulture industry in Shiyang Town has the characteristics of scientific and reasonable industrial layout:the grassroot government implements precise policies to guide farmers to turn to the high-value and high-income sericulture industry and sericulture farmers adopt a planting model tailored to local conditions and continuously optimize the distribution range of the sericulture industry.Under the guidance of grassroots party organizations and grassroots governments,a localized practice strategy for the development of sericulture industry is adopted:party members play a leading role and lead the masses through typical demonstrations;the technological content of sericulture is enhanced by focus if on skill training and technological application;the win-win cooperation among multiple parties and forming an industrial chain cooperation relationship integrates interests and actively explored the industrial expansion model of integrating sericulture culture with agriculture and tourism is the healthy development of sericulture industry in Shiyang Town,promoting the effective connection between targeted poverty alleviation and rural revitalization,greatly promoting the common prosperity of farmers and providing development experience for rural industrial revitalization in other areas of Yunnan Province.
