摘 要:推动农业新质生产力的高质量发展是实现农业现代化的内在需求与核心策略,数据要素已发展成为农业新质生产力提升的核心驱动力。文章选取2005-2022年全国31个省份的面板数据,构建面板回归模型,采用熵值法评估农业新质生产力水平,从理论和实证角度探究数据要素对农业新质生产力的影响和作用机制。研究发现,数据要素显著促进农业新质生产力提升,经过一系列稳健性检验后依然成立;作用机制检验结果表明,数据要素能通过中介变量通信能力与数字共享显著提高农业新质生产力水平;数据要素的影响存在时间异质性和区域异质性,促进作用在2013年后以及东部和东北部地区最为显著。基于此,应加强农业数据基础设施建设,强化农业通信能力;制定灵活的数据共享与合作机制,构建数据驱动的农业创新生态系统;实施“数据惠农”计划,推动农业数据的高效应用与技术创新。Promoting the high-quality development of agricultural new quality productivity is the internal demand and core strategy to realize agricultural modernization,among which data elements have developed into the core driving force for the improvement of agricultural new quality productivity.By selecting the panel data of 31 provinces in China from 2005 to 2022 to build a panel regression model,this study adopted entropy method to evaluate the level of agricultural new quality productivity,and explored the impact and mechanism of data element on agricultural new quality productivity from both theoretical and empirical perspectives.It was found that the data element significantly promoted the improvement of agricultural new quality productivity,which remained valid after a series of robustness tests.Then,the indirect effects of communication ability and digital sharing as mediating variables were discussed by using the mediating effect model.The results of mechanism test showed that data element could significantly increase the level of agricultural new quality productivity through communication ability and digital sharing.There were temporal and regional heterogeneity in the influence of data element,and the promotion effect was most significant in the eastern and northeastern regions after 2013.Based on this,it is proposed to strengthen the construction of agricultural data infrastructure and strengthen the ability of agricultural communication;develop flexible data sharing and cooperation mechanisms to drive data to build an agricultural innovation ecosystem;implement the"data benefit agriculture"plan to promote efficient application and technological innovation of agricultural data.
