摘　　要：进入新时代以来,国家化成为基层治理转型的重要趋势。作为国家与社会之间的接点,基层兼具“国家性”和“地方性”,这一蕴含着复杂互动关系的双重属性从根本上型塑着基层治理的行动模式、表现形态及最终走向。与以往历史时期相比,在乡村人口大量外流和乡村社会基础急剧变迁的现实条件下,人们日常生活中的非正式关系以及由此产生的非正式权力日渐式微,使得国家权力向基层社会全面渗透。借助治理重心下沉和对非正式权力的正向融合,国家权力在地方公共事务中的影响力得以强化,进而推动基层政权组织的结构化、基层权力运作的制度化和基层干部角色正式化,从组织结构、治理规则和角色认同三个方面建立起与正式体制相适应的微观运作机制,促进了基层治理的国家化发展。Since entering the new era,nationalization has become an important trend in the transformation of grass-roots governance.As a junction connecting the country and society,grass-roots has dual attributes of"national"and"local",and the complex interactive relationship between the two fundamentally shapes the action mode,manifestation,and ultimate direction of basic governance.Compared with historical periods,the current nationalization of grassroots governance occurs under the premise of a large outflow of rural population and drastic changes in the rural social foundation.The gradual decline of informal relationships prevalent in people's daily lives and the informal power derived from them has enabled state power to permeate grassroots society comprehensively and rapidly.With the sinking of governance focus and the positive integration of informal power,state power has enhanced its influence in local public affairs.Through the structured mechanism of grassroots political organizations,the institutionalized mechanism of grassroots power operation,and the formal mechanism of grassroots cadres'roles,a micro mechanism that is suitable for the formal system has been established from three aspects:organizational structure,governance rules,and role identity,promoting the nationalization development of grassroots governance.
