促进城乡要素双向流动的地方实践与经验透视——基于Y村的经验诠释

摘　　要：基于要素配置分析视角,结合我国乡村特殊的资源要素产权结构,优化传统的“有效市场—有为政府”分析框架,突出“有能集体”的重要性,构建“有效市场—有能集体—有为政府”理论分析框架。探究Y村促进城乡要素双向流动的实践后发现,要实现城乡要素双向流动,需要“有效市场”优化乡村产业竞争环境,合理利用乡村特色资源要素,通过“有为政府”完善乡村产业结构,不断优化乡村营商环境,同时也需要“有能集体”强化集体组织功能,积极提升乡村集体组织能力。以此为基础,构建促进城乡要素双向流动的启示性机制:注重市场的决定性作用,加快城乡要素双向流动;优化政府的统领性作用,做好城乡发展顶层设计;注重集体的创新性作用,推动集体经济高质量发展。Based on the perspective of factor allocation analysis,combining with the special property rights structure of resource factors in China's countryside,optimizing the traditional analytical framework of"effective market-capable government",highlight the importance of"capable collective",and construct the theoretical framework of"effective market-capable collective-capable government".To optimize the traditional analytical framework of"effective market-active government",highlight the importance of"capable collective",and construct the theoretical framework of"effective market-capable collective-active government",focusing on the practice of promoting two-way flow of urban and rural factors in Y village,it is found that in order to achieve the two-way flow of urban and rural factors,not only the"effective market"is required to optimize the competitive environment of rural industries and rationally utilize the characteristic resource factors of the countryside,but also the"capable government"is required to improve the rural industrial structure and continuously optimize rural camps.The"capable government"should also improve the rural industrial structure and optimize the business environment in the countryside.The"capable collective"should strengthen the function of collective organization and improves the capacity of rural collective organization actively.On this basis,we have put forward a revelatory mechanism for promoting the two-way flow of urban and rural factors,which focuses on the decisive role of the market and accelerates the two-way flow of urban and rural factors;optimizes the overarching role of the government and benefits urban and rural development top-level design;strengthens the innovative role of the collective and promotes the high-quality development of the collective economy.
