摘　　要：基于国土空间规划的背景要求,对单元划定开展研究。首先对单元规划的演进和功能导向进行梳理分析,并对新时期单元划定的内在要求进行总结,提出单元划定应当实现功能统筹与事权匹配的双重统一。在此基础上,本文以苏州市单元划定工作为例,阐述“二级单元”双重统一的划定思路如何运用于苏州实践,并对一些特殊片区的统筹展开讨论。Based on the background requirements of territorial spatial planning,this paper conducts research on unit delineation.Firstly,the paper analyzes the evolution and functional orientation of unit planning,summarizes the inherent requirements of unit delineation in the new era,and then proposes that unit delineation should achieve the dual unification of functional coordination and authority matching.On this basis,taking the unit delineation work in Suzhou as an example,this paper elaborates on how the dual unification of“secondary units”is applied in Suzhou,and discusses the coordination of some special areas.
