村企协作提升社区治理效能的实践机制与内在机理——基于四川省Y村的个案分析

摘　　要：乡村社区是国家与社会治理的基础单元,促进乡村社区和谐稳定、充满活力并实现振兴是社区治理的基本目标。作为特殊社区类型的灾后重建型乡村社区,其治理不能简单地因循以经济理性为出发点的技术理路,而应该尝试其他有效的治理路径,避免“二律背反”现象的发生。村企协作是灾后重建型乡村社区治理的一种新模式。村企协作助力灾后社区重建及其治理效能的提升重在依据既定的历史与现实情境,结合治理目标来调试治理的组织结构并促进组织结构与主体行为的双向互动。以四川省灾后重建型乡村社区为例,利用结构化理论对社区治理的情境要素、结构要素与行为要素及其互动关系进行分析,尝试提出“情境—结构—行为”的分析框架,以此对村企协作共同治理社区的过程展开考察。研究发现,援助企业借用专业工作理念、专业工作方法、专业服务能力与村“两委”共同推动建立的“四联共建”模式,有效促进了社区治理效能的提升。村企协作之所以能提升社区治理效能,在于利用组织性协作机制提升社区治理的组织效能,通过程序性协作机制规范社区治理的程序规则,构建目标性协作机制强化社区治理的目标共识,建立情感性协作治理机制夯实社区治理的情感基础。灾后重建型社区的“四联共建”模式,为村企协作推动社区治理效能提升提供了重要的实践经验。Rural communities are the basic units of national and social governance.Promoting harmony,stability,vitality,and revitalization in rural communities is the goal of their governance.Post-disaster reconstruction-type rural communities,situated in the context of social transformation,should not and cannot blindly adhere to institutional and technical approaches based on economic rationality;instead,they should explore more effective governance pathways to avoid the occurrence of“antinomies”.Village-enterprise collaboration represents a new model for the governance of post-disaster reconstruction-type rural communities.The effectiveness of village-enterprise collaboration in aiding post-disaster community reconstruction and governance lies in adjusting the organizational structure according to established historical and current contexts,combining governance objectives,and promoting two-way interaction between the organizational structure and the main actors’behaviors.Taking the“post-disaster reconstruction-type”rural community in Wenchuan,Sichuan as an example,this study analyzes the situational elements,structural elements,and behavioral elements of community governance and their interactive relationships using structural theory.It attempts to propose a“situational-structural-behavioral”analytical framework to examine the process of collaborative governance between villages and enterprises.The research finds that the“fourlink co-construction”model,which involves aid enterprises leveraging professional work concepts,methods,and service capabilities to jointly promote with village“two committees”,has enhanced the effectiveness of community governance.Its internal mechanism lies in enhancing organizational efficiency through organizational collaboration mechanisms,standardizing procedural rules for community governance through procedural collaboration mechanisms,reinforcing goal consensus through goal-oriented collaboration mechanisms,and solidifying the emotional foundation of community governanc
