摘 要:超大城市面临治理主体多元化、对象复杂化和过程动态化等多重挑战,其发展和有效治理是当前世界各国亟待解决的重要议题,是推动我国新型城镇化高质量发展、实现城市治理现代化的根本保障。超大城市作为开放复杂巨系统,传统方法、层级化决策以及独立静态数据的治理模式难以应对复杂多变的治理挑战,不利于超大城市可持续发展与治理效能的全面提升。数字技术的快速发展为超大城市治理提供了新的思路,但现有治理体系缺乏方法论指导且应用逻辑不清晰,致使数字技术的治理效能未能充分释放。综合集成法作为处理开放复杂巨系统问题的重要方法论,为数字赋能超大城市治理提供了理论支撑。基于对超大城市治理的总体把握,在综合集成法指导下,深入探讨数字技术赋能超大城市的应用逻辑、体系重构和未来趋势。从开放复杂巨系统的理论视角切入,研究揭示超大城市治理中主体多元化、对象复杂化和过程动态化的本质特征,提出综合集成法作为应对超大城市治理问题的核心应用逻辑。通过构建“指导层—技术层—应用层”的三维框架,系统阐释数字赋能的实现路径:指导层依托综合集成研讨厅体系,整合专家智慧、机器计算与知识体系,形成“经验直觉—数据验证—模型推演”的认知迭代机制;技术层以城市信息模型为技术媒介,通过“人—机—物”深度互联实现从物理空间到数字空间的精准映射;应用层则聚焦交通、管网、设施和建筑等核心领域,运用数字孪生、深度学习等技术开展全周期治理场景应用,形成“项目级—区域级—区县级—城市级”的多尺度、多场景协同治理范式。研究进一步重构了传统治理体系,提出由社会空间、物理空间和信息空间构成的三元空间治理体系,通过治理业务“治、技、民、安”四维模式创新和“数据融�Megacities face multifaceted governance challenges stemming from diversified stakeholders,complex governance objects,and dynamic governance processes.Their development and effective governance represent urgent global priorities,serving as the cornerstone for advancing China’s high-quality new urbanization and achieving urban governance modernization.As open complex giant systems,megacities struggle with traditional methodologies,hierarchical decision-making,and isolated static data models that hinder sustainable development and comprehensive governance efficacy.While digital technologies offer new solutions,current governance systems lack methodological guidance and clear application logic,constraining the full release of technological governance potential.The meta-synthetic methodology,recognized as a critical approach for addressing open complex giant systems,provides theoretical foundations for digitally empowered megacity governance.Through comprehensive analysis under meta-synthetic guidance,this study systematically explores the application logic,system reconstruction,and future trends of digital technology empowerment in megacity governance.From the theoretical perspective of complex giant systems,the research reveals the essential characteristics of megacity governance-diversified stakeholders,complex governance objects,and dynamic governance processes-establishing the meta-synthetic methodology as the core application logic.A three-tier framework of“guidance layer-technology layer-application layer”is constructed to elucidate digital empowerment pathways:The guidance layer employs meta-synthetic workshop systems to integrate expert wisdom,machine computation,and knowledge systems,forming a cognitive iteration mechanism of“empirical intuition-data verification-model deduction”.The technology layer utilizes city information modeling(CIM)as the technical medium to achieve precise mapping from physical to digital spaces through deep“human-machine-object”interconnectivity.The application layer f
