民族地区治安治理机制研究——基于L省SD派出所的考察

摘  要:以SD派出所运行过程为个案,遵循适应性视角,搭建“警务显著性—规范资源空间”分析框架,通过对侗族、苗族发生的多案例比较分析建构出改造、妥协、变通和衡平四种差异化治理模式。在激励与约束机制驱动下,派出所主动基于目标考核、权威介入和社会舆论进行分类治理,通过国家治安规范与民间治安资源混合运用建构基层治安治理的PN结效应。为避免治安治理负效应,构建整体性治理理念,实现“治理法治化”和发挥“三治融合”效能。Taking the operation of the SD Police Station as a case study,this research constructs an analytical framework of"police salience–normative resource space"based on an adaptive perspective.Through comparative analysis of multiple cases involving the Dong and Miao ethnic groups,four differentiated governance models—transformation,compromise,flexibility,and equilibrium—are identified.The study finds that,driven by incentive and constraint mechanisms,the police station proactively engages in classified governance based on target assessment,authoritative intervention,and public opinion.It constructs a PN-junction effect in grassroots public security governance through the combined use of state security norms and folk security resources.To avoid negative effects in public security governance,an integrated governance concept should be established to achieve"legalization of governance"and to leverage the efficiency of"Three Governance Fusion".
