摘　　要：为充分利用全球开放获取带来的机遇,高校图书馆需发挥其在专业领域内的优势,扩大科研交流,履行信息公平的社会责任。文章采用网络调查法,深入分析世界一流大学在开放获取实践中的优秀案例,重点探讨了其在政策制定、资金支持、系统建设及人员配置4方面的共性及特色做法,旨在为我国高校图书馆提供参考经验。基于我国高校图书馆在推进开放获取中遇到的问题,研究结果建议:构建开放获取的生态氛围,确保稳定持续的资金支持,发挥系统平台的桥梁作用以及加强团队协作提供优秀服务,以期全面推动我国高校图书馆开放获取事业的发展。In order to make full use of the opportunities brought by global open access,university libraries need to take advantage of their strengths in specialized fields to expand research exchanges,and fulfill the social responsibility of information equity.Through the network survey method,the excellent cases of world-class universities in open access practice are analyzed in depth,focusing on their common and characteristic practices from four aspects of policy formulation,financial support,system construction and staffing,aiming to provide valuable reference experiences for university libraries in China.Based on the main problems encountered by Chinese university libraries in promoting open access,the results of the study suggest:building an ecological atmosphere for open access,ensuring continuous financial support,playing the role of a system platform as a bridge,and strengthening teamwork to provide excellent services,with a view to comprehensively promotinge the development of Chinese university libraries in open access.
