摘  要:随着城市更新进程的加速,既有住宅连片加装电梯已成为关乎民生福祉与城市高质量发展的核心议题。这一举措,不仅是提升居民生活品质、补齐城市居住功能短板的关键之举,更是推动城市有机更新、促进社会和谐共融的重要实践。本文首先通过梳理国内外相关研究与实践,总结可借鉴的先进经验;其次以杭州市为重点研究对象,对杭州既有住宅加装电梯的政策发展、项目落实情况进行介绍;最后根据杭州市连片加装电梯的现状,从多方联动、标准严控、居民满意、资金保障、运维护航五个方面提出推进策略,旨在为既有住宅连片加装电梯工作提供思路,解决居民出行难题、推动城市可持续发展。With the acceleration of urban renewal,the cluster installation of elevators in existing residential buildings has become a core issue concerning the well-being of the people and the high-quality development of cities.This measure is not only a key move to enhance the quality of life for residents and make up for the shortcomings of urban living functions,but also an important practice to promote organic urban renewal as well as social harmony and integration.This article first reviews relevant research and practices at home and abroad to summarize advanced experiences that can be learned from.Then,taking Hangzhou City as the key research object,it introduces the policy development and project implementation of elevator installation in existing residential buildings in Hangzhou City.Finally,based on the current situation of cluster elevator installation in Hangzhou City,it proposes promotion strategies from five aspects:multi-party collaboration,strict standard control,residents’satisfaction,financial guarantee,and operation-maintenance support.The aim is to provide ideas for the cluster installation of elevators in existing residential buildings,solve residents’travel difficulties,and promote sustainable urban development.
