摘 要:预计到2040年前后我国近80%的房屋进入设计使用年限的中后期,届时大量既有房屋存在安全隐患,这将成为一个重大的社会问题。在分析研究了各国房屋体检制度特点的基础上,本文提出构建房屋健康体检评价指标体系和房屋风险源与健康管理系统,建立健全房屋体检制度,解决房屋安全问题。同时为构建全生命周期的房屋安全管理长效机制,本文提出了针对性的策略建议,有助于推动我国房屋体检制度的建立与完善。It is estimated that around 2040,nearly 80%of the housing in China will enter the middle or late stages of their designed service life.By then,a large number of existing housing would have potential safety hazards,which becomes a major social challenge.Based on the study and analysis of the characteristics of housing inspection systems in various countries,this article proposes to construct a housing health inspection evaluation index system and a housing risk-source and health management system,aiming to establish and improve the housing inspection system and solve housing safety problems.At the same time,in order to build a long-term mechanism for housing safety management throughout the whole life cycle,this paper puts forward targeted strategic suggestions,which are conducive to promoting the establishment and refinement of the housing inspection system in China.
