摘　　要：当前,远海目标的侦察情报建设还处于初始阶段,缺乏科学指引,难以量化分析,发展速度较慢。针对此问题,论文利用质量功能展开(QFD)方法,按照“使命任务-能力牵引-需求清单”的逻辑链条,从远海目标侦察情报任务出发,构造了目标侦察情报需求分析模型,归纳得出了任务需求与能力指标的相互关系,并通过专家打分的方式对能力指标进行量化分析,最后形成了能力需求重要度清单,为下一步远海目标侦察情报建设提供了发展方向。At present,reconnaissance and intelligence on pelagic targets is still in the initial stage without scientific guidelines,difficult to quantify and analyze,and develops at a relatively slow speed.To address this problem,the method of quality function deployment(QFD)is used to build the target reconnaissance and intelligence requirement analysis model in accordance with the logic chain of "mission—capability-driven—requirement list" according to the pelagic target reconnaissance and intelligence missions,then the interrelation between mission requirement and capability index is summarized,and it makes a list of capability requirements in order of importance through a quantitative analysis of capability indexes by the method of expert scoring,providing a direction to the next stage development of pelagic target reconnaissance and intelligence.
