摘　　要：在我国行政实践中,行政执法不仅是维护社会秩序和保障公民权益的重要手段,更直接关系到法治政府在人民心目中的形象。党的二十大报告明确要求全面推进严格规范公正文明执法。然而,实践中仍暴露出执法不文明、执法不作为以及基层执法人员素质良莠不齐等问题。因此,必须结合实际,加强对行政执法行为的有效规范,坚持以人民为中心的行政执法理念,加强行政执法工作队伍的建设,同时兼顾执法的合法性和目的性,以期提升行政执法的整体效能和公众的满意度。In China’s administrative practice,administrative law enforcement is not only an important means to maintain social order and safeguard citizens’rights and interests but also directly related to the image of a law-based government in the eyes of the people.The report to the 20th National Congress of the Communist Party of China clearly calls for comprehensively promoting strict,standardized,impartial,and civilized law enforcement.However,issues such as uncivilized law enforcement,inaction in law enforcement,and varying qualities among grassroots law enforcement personnel have been exposed in practice.Therefore,it is necessary to combine reality and strengthen the effective standardization of administrative law enforcement behaviors,adhering to a people-cen-tered concept of administrative law enforcement,enhancing the construction of the administrative law enforcement workforce,and balancing the legitimacy and purpose of law enforcement to improve the overall efficiency of admin-istrative law enforcement and public satisfaction.
