体旅文商融合推动体育产业高质量发展的理论阐释与政策创新——以粤港澳大湾区为例

摘　　要：随着全球化进程的加速与产业结构的不断优化,体旅文商融合已成为推动体育产业高质量发展的重要路径。以粤港澳大湾区为例,从创新驱动理论、产业融合理论的视角,阐释体旅文商融合推动体育产业高质量发展的理论基础。基于对2016-2023年粤港澳大湾区国家及地方政策的系统梳理,从政策主体、政策目标、政策工具和政策协同四个维度分析其政策创新路径,构建政策创新的理论分析框架。通过构建体旅文商融合与体育产业高质量发展指数,量化评估政策效果,发现体旅文商融合对体育产业高质量发展具有显著推动作用。基于粤港澳大湾区的创新实践,从激发基层主动创新、深化区域协同发展、优化政策工具设计、强化技术创新赋能等方面提出体旅文商融合推动体育产业高质量发展的建议。With the acceleration of globalization and continuous optimization of industrial structures,the integration of sports,tourism,culture,and business has become a crucial pathway for promoting the high-quality development of the sports industry.Taking the Guangdong-Hong Kong-Macao Greater Bay Area as an example,the study explained the theoretical foundation for how the integration of sports,tourism,culture,and commerce drives the high-quality development of the sports industry from the perspectives of innovation driven theory and industry integration theory.Based on a systematic review of national and local policies in the Greater Bay Area from 2016 to 2023,policy innovation from four dimensions:policy actors,policy objectives,policy tools,and policy coordination was analyzed.A theoretical analysis framework for the policy innovation was constructed.By constructing an index to quantify the impact of this integration on high-quality sports industry development,it was found that the integration of sports,tourism,culture,and business significantly contributed to the high-quality development of the sports industry.Based on the innovative practices of the Guangdong-Hong Kong-Macao Greater Bay Area,future development suggestions for promoting high-quality sports industry development through the integration of sports,tourism,culture,and business were proposed from the perspectives of stimulating grassroots innovation,deepening regional collaboration,optimizing policy tool design,and strengthening technological innovation empowerment.
