农业补贴何以促进农民农村共同富裕?

摘　　要：进入新发展阶段,相对贫困治理成为打赢脱贫攻坚战后扎实推动共同富裕的重要任务,农户的多维相对贫困程度直接检验着共同富裕的实现程度。基于CHFS微观数据构建共同富裕指标体系,实证检验农业补贴对农户共同富裕的影响效应,结果表明:农业补贴显著促进了农户共同富裕,并且可以通过激励农业劳动力投入、增加农户对经济信息的关注程度和提高社会网络强度来促进农户共同富裕;异质性分析表明,与高收入组农户相比,农业补贴促进低收入组农户实现共同富裕的效应更强,有助于缓解农村内部贫富差距,发挥促进“增富”及“共享”的分配效应,并且农业补贴对老年家庭共同富裕的促进效应强于中青年家庭。因此,政府需要深化农业补贴改革,实施差异化的农业补贴,充分挖掘低收入人群的增收潜力,重视农户在农村金融市场中所起到的主体作用,提升农村人力资本存量,助力农户通过农业补贴实现共同富裕。Entering a new stage of development,addressing relative poverty has become a crucial task for solidly promoting common prosperity after winning the battle against absolute poverty.The multidimensional relative poverty level of farm households directly reflects the degree to which common prosperity is achieved.This paper constructs a common prosperity indicator system based on CHFS microdata and empirically examines the impact of agricultural subsidies on farm households'common prosperity.The results show that agricultural subsidies significantly promote common prosperity among farm households.This promotion occurs through incentivizing agricultural labor input,increasing farm households'attention to economic information,and enhancing social network strength.Heterogeneity analysis indicates that agricultural subsidies have a stronger effect on promoting common prosperity for low-income farm households compared to high-income farm households,which helps to alleviate the wealth gap within rural areas and plays a distributive role in promoting both"wealth enhancement"and"sharing."Furthermore,the promotion effect of agricultural subsidies on common prosperity is stronger for elderly households than for middle-aged and young households.Therefore,the government needs to deepen agricultural subsidy reforms,implement differentiated agricultural subsidies,fully tap the income-increasing potential of low-income groups,emphasize the principal role of farm households in rural financial markets enhance the stock of rural human capital and help farm households achieve common prosperity through agricultural subsidies.
