长三角城市群创新能力评价及其时空分异研究

摘　　要：创新作为引领发展的第一动力,是促进区域高质量发展的重要支撑。基于创新投入、创新产出、创新环境、创新绩效四方面构建城市创新能力评价体系,结合熵权法、变异系数和修正的引力模型测度2010-2020年长三角城市群创新能力水平及其时空分异。结果表明:长三角城市群整体创新能力呈上升趋势,区域间创新协调性不断增强,但各省内部创新协调性依然不足;城市群创新能力在空间格局上呈现出明显的“中心-外围”特征,同时各城市间的创新联系网络呈现出由单中心-外围结构向多中心-外围结构转变。因此,可通过坚持创新核心地位、夯实创新发展内生基础,优化协同创新机制、完善区域创新网络,因城施策、精准制定创新发展措施等途径提升长三角城市群创新能力。Innovation,as the primary driving force for development,serves as a crucial pillar for promoting high-quality regional growth.This paper constructs an evaluation system for urban innovation capability based on four aspects:innovation input,output,environment,and performance.It then employs the entropy weight method,coefficient of variation,and a modified gravity model to assess the innovation capability in the Yangtze River Delta urban agglomeration and its spatiotemporal differentiation from 2010 to 2020.The results indicate that the overall innovation capability in the Yangtze River Delta urban agglomeration is on an upward trajectory,and the innovation coordination among regions is continuously strengthening;however,the internal innovation coordination within each province remains insufficient.The spatial pattern of urban agglomeration innovation capability exhibits a distinct"center-periphery"characteristic.Simultaneously,the innovation connection network among cities demonstrates a transition from a single-center-periphery structure to a multi-center-periphery structure.Therefore the innovation capability of the Yangtze River Delta urban agglomeration can be enhanced by maintaining the fundamental status of innovation,consolidating the endogenous foundation of innovative development,optimizing collaborative innovation mechanisms,improving the regional innovation network,and implementing city-specific policies to formulate precise innovative development measures.
