煤炭老矿区转型发展新思路新模式探索

摘　　要：新时代煤炭产业的高质量发展要统筹好能源机构调整、“双碳”目标战略与老矿区转型发展。系统总结了党的十八大以来煤炭老矿区转型发展取得的新突破和新成绩,分析了转型发展面临的形势和挑战,提出了转型发展需要遵循的“以人为本、改革创新、因地制宜、绿色发展、合作共赢”五大原则,在此基础上探索了老矿区转型发展的新思路和新模式。新形势下,煤炭老矿区要挖掘煤炭资源潜力,努力增加煤矿服务年限;统筹科技创新和产业创新,突破“卡脖子”技术;加大科技研发投入强度,发展新质生产力;加强煤炭清洁高效利用,推动资源综合利用和生态恢复治理;抢抓战略机遇,推动矿地深度融合。The high-quality development of the coal industry in the new era requires a coordinated adjustment of energy structures,the carbon peak and carbon neutrality strategies,and the transformation and development of old mining areas.The new breakthroughs and achievements in the transformation and development of coal old mining areas since the 18th National Congress of the Communist Party of China were systematically summarized,the situation and challenges faced by the transformation and development were analyzed,and five principles that need to be followed in the transformation and development were proposed as people-oriented,reform and innovation,adapting to local conditions,green development,and win-win cooperation.On the basis,new ideas and modes for the transformation and development of old mining areas were explored.Under the new situation,old coal mining areas need to tap into the potential of coal resources and strive to increase the service life of coal mines;coordinate technological innovation and industrial innovation,break through bottleneck technologies;intensify investment in scientific and technological research and development,and develop new quality productive forces;strengthen the clean and efficient utilization of coal,promote comprehensive resource utilization and ecological restoration governance;seize strategic opportunities and promote deep integration of mining areas.
