摘　　要：随着集团型国有企业改革的深入和市场竞争的加剧,完善产权保护、市场准入、公平竞争、社会信用等市场经济基础制度,优化营商环境,成为集团型国有企业促进国民经济高质量发展的光荣使命。开展产权智慧管理平台建设研究,将理清集团型国有企业产权布局,进一步维护国有资产安全。通过对区块链、大数据、人工智能和电子化管理系统等现代信息技术进行分析,探索产权智慧管理平台建设的意义,通过对国内外集团型国有企业产权管理的现状以及存在问题进行分析,总结集团型国有企业产权资产管理平台的建设挑战,并以国家能源集团产权资产管理平台建设为例,探索更有操作性、更完善的产权智慧管理平台建设方法,为集团型国有企业产权管理平台建设提供借鉴。With the deepening reforms of Group state-owned enterprises and intensifying market competition,improving foundational market economy systems-such as property management protection,market access,fair competition,and social credit-and optimizing the business environment have become the honorable mission of Group state-owned enterprises in advancing the high-quality development of the national economy.Conducting research on the platform construction of intelligent property management systems will clarify the ownership structure of Group state-owned enterprises and further safeguard the security of state-owned assets.This paper analyzes modern information technologies such as blockchain,big data,artificial intelligence,and electronic management systems to explore the significance of building an intelligent property management platform.By examining the current status and challenges of property management in Group state-owned enterprises both domestically and internationally,it summarizes the difficulties in constructing asset management platforms for these enterprises.Taking the platform construction of the property management system at China Energy Investment Group as a case study,this research proposes more actionable and comprehensive methodologies for developing intelligent property management platforms.The findings aim to provide practical references for digital transformation and platform construction in the property management systems of Group state-owned enterprises.
