土地流转对农民收益的影响研究——基于产业结构高级化调节效应视角

摘　　要：本研究基于2007—2020年中国省际面板数据,采用调节效应模型进行回归分析,以探究产业结构高级化在耕地流转对农民收益影响中的调节机制。研究表明,整体上看,土地流转和产业结构高级化对农民收益具有显著的助推作用,且产业结构高级化扮演着重要的调节功效角色;在土地流转对农民收益的影响机制中,区域经济发展和社会保障水平具有助推作用,而外资投入和城镇化发展却对农民收益产生了负面影响;从四大板块划分来看,产业结构高级化对农民收益均为正向显著影响,而土地流转对农民收益的影响效应及产业结构高级化在其中的调节作用存在一定的区域异质性。因此,未来应完善土地流转政策与制度环境,强化区域差异化政策,持续促进产业结构优化升级,同时提供综合性支持措施,加强区域经济协调发展和社会保障建设,合理管理外资投入和推进城镇化进程,以期更好地促进农民收益,缩小城乡收入差距,进而助推实现共同富裕。Based on the inter-provincial panel data in China from 2007 to 2020,the moderation effect model is used to conduct regression analysis to explore the adjustment mechanism of industrial structure upgrading in the impact of cultivated land circulation on farmers'income.The results are as follows.On the whole,land circulation and industrial structure upgrading have a significant promoting effect on farmers'income,and industrial structure upgrading plays an important role in regulating the effect.In the mechanism of the impact of land transfer on farmers'income,regional economic development and the level of social security have a boosting effect,while foreign investment and urbanization have a negative impact on farmers'income.From the perspective of the four major sectors,the upgrading of industrial structure has a positive and significant impact on farmers'income,while the impact of land transfer on farmers'income and the moderating role of industrial structure upgrading have certain regional heterogeneity.Therefore,in the future,it is necessary to improve the land circulation policy and institutional environment,strengthen regional differentiation policies,continuously promote the optimization and upgrading of industrial structure,and provide comprehensive support measures to strengthen the coordinated development of regional economy and social security,rationally manage foreign investment and promote urbanization process,so as to better promote farmers'earnings and narrow the income gap between urban and rural areas,and boost the realization of common prosperity.
